It's clear from looking at the links in their side-bar that this is a 'resourceful' spammer, thieving bastard who's not above stealing our blogs to make money from them! It's sickening and there's probably nothing that can be done (apart from complaining to Google via the link at the top of that offensive crap site).
By the way, it's probably better if you don't check out this BOGUS site unless you block the cookies first. All they really want is to get as much traffic over there so that people will click on the spam links in the side-bar. That's the whole point.
